Charges were issued October 6, 2017 against 23-year-old Kenneth Allen Kelley for second degree murder and use of a firearm during the commission of a felony related to the July 2, 2017 killing of Phineas Neville a.k.a. Ebony Morgan. Shortly after 1 a.m. on July 2, 2017, Lynchburg Police Department officers were called to the Virginian Apartments located at 303 Rivermont Ave. Officers found Phineas Neville who suffered from multiple gunshot wounds and was pronounced dead at Lynchburg General Hospital later that night. Chief Deputy Commonwealth’s Attorney Bethany Harrison and Assistant Commonwealth’s Attorney Matt Vordermark are the assigned prosecutors.
